If you go to Wikipedia and search for Database Administrator you'll have the ever-growing list of DBA responsibilities outlined including the responsibility of mentoring developers.  This role falls to the DBA because developers are busy being experts at application development and don't always have the time to investigate the finer points of query and database tuning, even though much of what they do relies on a knowledgeable implementation of these two ideas.
